No person engaged in the business of performing services under the building and housing
code, electrical code, plumbing code, gas code or air conditioning, heating, mechanical
refrigeration and ventilation code shall allow his name or certificate of registration
to be used by any other person, directly or indirectly, to obtain a permit or certificate
of registration, or for construction under his name, certificate of registration or
bond.
