Every owner or occupant of any building, house, structure or grounds within the corporate
limits of the city shall place all garbage and other solid waste at the curb for collection
in containers with a capacity of greater than 20 gallons but less than 35 gallons,
constructed of durable plastic, metal, or fiberglass, having handles of adequate strength
for lifting, and having a tight fitting lid capable of preventing entrance into the
container by animals and insects. The mouth of the container shall have a diameter
greater than or equal to that of the base. The weight of the container and its contents
shall not exceed 35 pounds. No garbage or other solid waste shall be placed in bags
for collection. The containers shall be maintained in as sanitary condition as possible.
The lids or covers of all containers shall, at all times, be kept secure and fastened
so that animals and insects may not have access to the contents thereof. No container
may be placed at the curb more than 24 hours before collection. After the garbage
has been collected, the owners of the containers shall remove them from the streets
and public rights-of-way of the city within 24 hours after collection. The placing
of such garbage for collection in any container, manner, or place other than as specified
in this section is prohibited and such is hereby made a violation of this chapter.
This section shall not apply to commercial collection containers.
