§ 82-239. Authority of mayor and clerk.

The mayor and the city clerk are hereby authorized, empowered and directed to carry into effect the provisions of this article, and in pursuance thereof to make and enforce such rules as they may deem necessary, subject to approval of the mayor and board of trustees.
