§ 3. Duties of the Board.

  • In addition to the duties imposed upon the Board elsewhere in this Act, it is hereby provided that said Board shall:

    (A)

    Represent the public interest in matters of personnel administration in the municipal government of the City of New Iberia, Louisiana.

    (B)

    Advise and assist the Mayor and Board of Trustees of the said municipality with reference to the maintenance and improvement of personnel standards and administration in the municipal departments and the classified system therein established under the provisions of this Act.

    (C)

    Advise and assist the employees in the classified service with reference to the maintenance, improvement, and administration of personnel matters as may be related to any individual or group of the respective employees.

    (D)

    Make, at the direction or request of the Trustees, or upon the written petition of any citizen for just cause, or upon its own motion, any investigation concerning the administration of personnel or the compliance with the provisions of this Act; to review and modify or set aside upon its own motion any action by the Board; or take any such action which the Board may determine to be desirable or necessary in the public interest, or to carry out effectively the provisions and purposes of this Act.

    (E)

    Conduct investigations and pass upon complaints by or against any officer or employee in the classified service for the purpose of demotion, reduction in position or abolition thereof, suspension or dismissal of such officer or employee, in accordance with the provisions of this Act.

    (F)

    Hear and pass upon such matters as the Mayor and Board of Trustees may from time to time present to the Board for determination.

    (G)

    Hear and pass upon such matters as the Director may from time to time bring before the Board for determination.

    (H)

    Hear and pass upon such matters as the municipal employees may from time to time bring before the Board for determination.

    (I)

    Make, alter, amend, and promulgate rules necessary to carry out effectively the provisions of this Act.

    (J)

    Adopt and maintain a classification plan in accordance with the provisions of this Act. Such classification plan shall be adopted and maintained by rule of the Board.

    (K)

    Make reports to the Mayor and Board of Trustees either upon its own motion or upon the official request of said Mayor and Board of Trustees regarding general or special matters of personnel administration in and for the municipal departments of the said municipality, or with reference to any appropriation made by the said departments for the expenses incidental to the operation of said Board.
